    Thank you for contacting me regarding the passage of SB112 during the 2024 Legislative session. I strongly encourage yourself and any others who have an interest in the new bills to go to le.utah.gov to review the bills that passed during the 2024 session.

    If you carefully review SB112 Third Substitute you will notice that at the very bottom (line 943) it states: This bill takes effect on May 1, 2024. HOWEVER, I would like to make it clear that just because a bill has an effective date does NOT mean that is when individuals currently licensed as master estheticians can start doing dermaplaning, as there are several things that have to be completed before the new laws are fully effective for the cosmetology professions. Licensees may NOT start any of the new things listed in SB112 until the Board and the Division have finalized the rule revision, which could take up to October 28, 2024 or later.

    Here are the things that have to occur before a master esthetician can start doing dermaplaning as outlined in SB112:

    1) Governor Cox has until March 20, 2024, to approve or veto all bills that were passed by the legislatures.

    2) If Governor Cox signs SB112 into law the Division then has to work with the Board to revise the Cosmetology and Associated Professions Licensing Act Rule, R156-11a. A rule revision, especially one such as this that will have to include new rules for the new license types, is a monumental task and takes MONTHS to complete.

    3) The Board meets again on May 6, 2024. This meeting will likely be the first time that we have a rule revision discussion with the Board.

    4) Once the Board and the Division have revised the rules, the Division has to announce a public hearing and hold that hearing. We then have to wait 30 days to allow anyone with public comment to submit their comments.

    5) Once the hearing is held and the public comment period is over our Division Director then has 21 days to review the revision and the public comments before we are allowed to make the rule revision fully effective.

You have two valproic acid spray prescriptions on file. If you have run out we will need to do a medication follow up telehealth visit which costs $65.
